Congress just passed the re-authorization (through 2013) of the State Health Insurance Program, also know as S-CHIP, which will provide insurance coverage for more than 7 million children in working families.
While many states’ children may benefit from increased federal matching dollars to help pay to insure their children, TABOR presents a roadblock for Colorado’s children.
Simply put, Colorado’s economy is not producing enough tax revenue and there aren’t enough dollars in the states budget today to allow Colorado to match those federal dollars. There is some talk of some new fees being accessed to hospitals to help provide more funding dollars, but how that will play out remains to be seen.
